C.A.R.B. OHV Registration

I've been attending the CARB workshops concerning changing the criteria for Off Highway vehicle registrations. Current regulations dictate a Red Sticker for "Race Only" vehicles. CARB contends that a hi majority of those Red Sticker vehicles are being used for non-race activities.......recreation. CARB wants to clamp down on that but they realize that the definitions of "Race" and "Race Only Vehicle" is vague at best.
At the July 19th meeting, it was stated that all off-highway vehicles must get an EO (executive order) showing compliance with emission standards (Green Sticker) if the vehicle will be operated on public highways.
CVC 360.
“Highway” is a way or place of whatever nature, publicly maintained and open to the use of the public for purposes of vehicular travel. Highway includes street.

What type of registration is being used for the 4-wheel rigs that are not street registered???

CARB plans on forming a Stakeholders Group in a few months to help work on this. I want to be part of that group.

Aren't most red stickers on bikes/quads?
They want a smog cert for green stickers, or just muffler/arrestor?

When I dual registered my brother's toyota they gave it a green sticker. Street registration was on non-op, so with the green sticker you can still wheel with it.

The only red stickers I know of are most newer totally motocross motorcycles - cr, kx, yz, etc. They don't have an emissions sticker on them.

Don't know about rock buggy guys that are registering home builds.

It used to be red sticker was for "closed course use" and they defined most places like state svras, forests, etc. as closed courses. Then as smog became issues in populated areas they put seasons on when red stickers would be allowed in certain areas.

Now by brother tells me they are trying to make it that red stickers are for tracks only and shut them out of public lands. If they do this it will be a huge problem for a lot of motorcycle riders. Or, just like this states gun laws, most will stop obeying the law.

Currently, it seems that only motorcycles and quads are being given Red stickers. But, it sure looks like other vehicles are in C.A.R.B.'s view for stricter emissions enforcement. Now is the time to get involved.

That slideshow is interesting.

On page 7 OHMCs (motorcycles) in the middle of the page it states,

Almost all Red Sticker OHMCs are U.S. EPA competition
exempt
Must solely be used for competition purposes outside California

This is complete bullshit. Every other state doesn't give a crap how these motorcycles are used. Many states will even license them for on the road use. Only CA cares and they are crazy.

Time to get out of this communist state.
